Chameleos, Tetsucabra, and Aruserutasu when he's with Generu are some of the few monsters that inflict it. It's pretty rare.

I still don't have Skype, sadly. Anyway, about Fatigue, it's a status condition that reduces your stamina to the lowest level and the only way to cure it is with an Energy Drink or Ancient Potion.
