Yes, not long ago this was considered a valid method of treatment for those deemed "mentally disturbed". An ice pick was inserted behind the eye, used to jam a hole in the skull, then mess with the brain.

Saw this "method" used in the game Bioshock Infinite: Burial at Sea Ep. 2, it was one of the most disturbing scenes I've seen in a video game.
