"The Negotiations with the Marauders"
Address by Praetorian Ras-Shakel

The room was filled with chatter from the various officials who had come to the conference as they waited for Ras to arrive. Central in their discussions was what many of them considered betrayal; by their own Praetorian. There were exceptions, of course, but the popular opinion was that the Praetorian had overstepped his authority, and that he was no longer fit for rule.

Ras listened to the chatting with some frustration. Everything he had done in his position was for their good. Why couldn't they understand that? When he declared war on the Marauders, his people didn't protest, but when he offered a chance to end the slaughter, they were angry. Then he saw one of the officials stand up with a self-important look on his face. Ras couldn't be sure that the official was about to declare a revolution, but he didn't want to give him the chance. Ras closed his live feed and stepped onto the stage.

He interrupted the official as he was about to start speaking. That official now wore a rather embarrassed expression. Ras found that somewhat satisfying. But after the officials got over their slight surprise, they started shouting at him. That's the way it always is, he thought wryly. Give them an excuse to yell at you, and they'll take advantage of it. He noticed with an almost clinical detachment that they mostly seemed to be repeating each other. He let it go on for a while, then took action.

Without a word, he slammed his unarmored fist onto the solid Durasteel podium. He had to admit later that it did hurt, but the effect was rather satisfying. The sound was deafening, and the officials went silent. Then he spoke.

"Before I explain my actions in the recent Marauder incident, allow me to remind you that if any of you are offended by the words that I am about to speak to you, remember that in the Code left by the Ancestors, a 'corrupt' Praetorian can be removed from their position through a trial by combat. If any of you wish to utilize your right to end my rule, by all means, schedule an appointment, and I will be at your immediate disposal. Perhaps, should you succeed, the Council of Elders will see fit to call a Praetorian more suited to your desires." With that out of the way, he paused for a moment to organize his thoughts, then continued.
"Look at the Marauders now," he said. "They could not threaten us if they wanted to; our fleets have destroyed theirs. They have paid their price.
"You all have seen the Code. When war is unnecessary, we are to seek peace. The Marauders are no longer a threat. Why should we punish them further. We could hunt them down until none remain, but what would that prove? That we are stronger than they were? Or that we are worse than they are?
"If we are to expand beyond the Great Pulsar that conceals us from the Grox, as the Ancestors assured us that we must, we will face the Imperious Fleet, and our fleets, and, indeed, even the Ancestors' Shield, cannot withstand their full power. We cannot afford to lose the countless soldiers and ships that the destruction of the Marauders would entail.
"The Grox must be defeated. The Ancestors all agreed on that point. But they also agreed that we cannot be the lone means to this end. The Grox are stronger than any one Empire. While we have only ever encountered the Grox and the Marauders, there is no shortage of evidence that there are other forms of sentient life in this Galaxy. Only if the Empires of this Galaxy unite can we defeat the Grox, and an alliance with the Marauders is the first step on the path to such an unstoppable faction.

I just thought I'd build something useful instead of just putting together something useless to put this information in.

Simple but very clean in design. I'm a big fan of urban green space, and the big glass surfaces are always nice too. Like what you did with the rooftop details on the taller towers.
