Ooooor....ooooor u could even use less chucks to color his face. It isnt ideal, but if u use less, but bigger chucks to fill in his face it may leave u with just enough to complete the tail.

So basically try to just shift the angle of squirtle so that like 2/3 of his tail would be unseen behind him, then u can re-work it, and make that 1/3 that is buildable into the visible part of his tail

Might i make a small suggestion? Maybe you could try to slightly alter the view angle when u design it, so as to leave more of the tail hidden behind him. And then u can better utilize the 1/3 of the tail u are able to make.
