They can't follow the player because the player is in the command centre and leaves it only to view the map from a high altitude. If they did, they'd just wander eastward and stop near Moscow.

I've decided the best bet would be to make their awarenesses really small, but that MIGHT conflict with the fact that they only have range weapons.

Because I made all the cities on one team and programmed the Soviet soldiers to attack that team, once they've destroyed their immediate surroundings, they'll naturally go on and attack someplace else.
