Szaal-Baz Bolatenno was originally a fairly famous political figure back in Miikka64?s Galaxy, before being sent to Surustania as an ambassador to represent not only the Omni-Empire in general, but specifically in political relations with the Spiritancy. He was considered something of an idealist back in Mikhos, and there has been rumours that Emperor Insanux sent him away to Benjimus primarily to cut him off from his political base which may have more openly resisted the more controversial acts of the now-late emperor?s reign had they had a vocal leader representing them.
Ambassador Bolatenno managed to foster strong diplomatic relations with the Spiritancy, transforming Surustania from a mere seat of Omni-Empire?s expansion in the galaxy of Benjimus into an embassy-colony representing the blooming alliance between the two species. Even when the Omni-Empire itself was undergoing crisis, Bolatenno managed to keep Surustania, and by extension most of the Omni-Empire?s colonies in Benjimus, thriving via his political acumen.
All that he achieved despite not holding an official leadership position per se, as his influence mostly stemmed from connections and political favor. That changed after the Mutant Crisis, as he went into great depths to mend the broken trust between the two species. People needed stability, and Szaal-Baz was the man to provide it. Thus he was voted a district mayor of Surustania?s central district, and many came to see him as essentially the mayor of Surustania itself.
[Fun fact: That shoulderpad/shouldercape combo is referred to as ?halveste? in Surustania, and it has some cultural connotations. In practical terms, it?s a way for fencers and fencing enthusiasts to indicate their dominant arm. In more social terms, it?s a way to indicate one?s ideological alignment with the core ideals of Surustania: progress, tenacity and cooperation.]

Szaal-Baz seems like a real stand-up guy. He should consider himself lucky that Otto only 'banished' him. Had it been a bit later to his rule growing madness, Szaal might have just disappeared one day, with the blame falling likely to the kurisins.
